Sometimes the thing you need is not a document but a stand-in for one: a PDF of a known page count to check an upload limit against, a multi-page file to try a splitter on, something to push through a print queue that is behaving oddly. Hunting through a drive for a real document that happens to be the right length is a poor use of a morning.
Using a real one is worse. Test systems keep what you give them, log it, and back it up, and a genuine invoice is a strange thing to leave lying around in one. This category exists so you can produce a file to your own specification — page count, page size, orientation, numbering — with nothing in it that matters if it leaks.

What is a dummy PDF for?
Testing, mostly. Checking how a system behaves at its upload limit, verifying that a splitter or a merger does what it claims, filling a queue, or producing a file of a particular size to attach to a bug report. Anywhere the contents are irrelevant and the shape is not.
Can I choose the page count and size?
Yes — page count, page size, orientation, and whether each page carries a visible number so you can tell at a glance whether a tool reordered them correctly. That last option is more useful than it sounds the first time you test an organizer.
Is the generated file a real PDF?
It is a valid PDF that opens in any viewer, not a renamed placeholder. That is rather the point: a test that passes against a fake file has not tested anything.
