Not everything that needs shrinking is a PDF. A photo straight off a phone is several megabytes of detail aimed at a print you will never make, and it is the reason a page loads slowly, an email bounces, or an upload form refuses a file that looks perfectly ordinary.
These three cover the whole of that problem — make it smaller, make it a different size, make it a different format — and they run on a canvas in your browser. Photographs are personal in a way a spreadsheet is not, and sending one to a server to save a megabyte has always been a strange bargain.

How far can I compress an image before it shows?
Photographs take a surprising amount: 60–80% off a phone photo is usually invisible on a screen. Flat graphics, logos and screenshots are the opposite — they show artefacts early, and are better served by resizing or by a change of format to PNG.
What is the difference between compressing and resizing?
Compressing keeps the dimensions and stores the same picture less precisely. Resizing reduces the dimensions outright. For a photo headed to a web page, resizing it to the size it will actually be displayed at saves far more than compression does, and looks better doing it.
Which format should I use?
JPG for photographs, PNG when you need sharp edges or transparency, WEBP when you want both and know a browser is on the other end. If you are unsure and it is a photograph, JPG is nearly always the right answer.
