Most PDF problems are not problems with the content. The chapters arrived as four separate files, the scanner put page seven in sideways, the report carries an appendix nobody outside the company should see. None of that needs an editor — it needs the pages moved around.

Every tool here works at the page level, and that has one property worth knowing: pages are copied between documents rather than re-rendered. Text stays selectable, images keep their original resolution, and a file that has been merged, split and reordered four times is exactly as sharp as the one you started with. Quality loss is not a mechanism these tools have.

Does rearranging pages reduce quality?

No — and not approximately, literally. The page objects are copied from one document into another untouched, so nothing is re-compressed and nothing is redrawn. This is the practical difference between page-level work and anything that touches images.

Can I merge PDFs with different page sizes?

Yes. Each page keeps its own dimensions, so an A4 report with a US Letter attachment merges without either being stretched to match. It looks slightly uneven scrolling on screen and prints correctly, which is the right way round.

What is the difference between splitting and extracting?

Splitting divides one document into several and keeps everything. Extracting pulls out only the pages you name and discards the rest. Use split for chapters; use extract when you need three pages out of a sixty-page contract.
